In New Jersey the seller pays the transfer tax by statute or custom, so it usually reduces the seller's proceeds rather than adding to the buyer's closing costs. As of July 10, 2025 (P.L. 2025, c.57) the entire RTF, including the Graduated (mansion) Fee on sales over $1,000,000, is payable by the seller/grantor. Before that date the base RTF was seller-paid but the mansion tax was buyer-paid. Source

Graduated Fee applies only to consideration above $1,000,000, as a flat rate on TOTAL consideration (a cliff/whole-price basis, not marginal): 1% ($1M-$2M), 2% ($2M-$2.5M), 2.5% ($2.5M-$3M), 3% ($3M-$3.5M), 3.5% (above $3.5M). As of 7/10/2025 (P.L. 2025, c.57) this fee, like the base RTF, is paid by the seller (formerly a buyer-paid 1% flat 'mansion tax' before that date).

Is there a mortgage or recordation tax too?
No. New Jersey taxes the deed only; recording the mortgage costs a flat recording fee, not a percentage.
